PDFs often\u00a0represent\u00a0the final, official version of information\u2014the format people are expected to rely on when information matters.\u00a0But\u00a0here\u2019s\u00a0the problem: for many people with disabilities\u00a0reliant upon assistive technology, PDFs are also one of the most persistent digital barriers.<\/p>\n<p>For years, those of us working in accessibility have understood this anecdotally.\u00a0We\u2019ve\u00a0seen the challenges organizations face.\u00a0We\u2019ve\u00a0helped remediate the backlogs.\u00a0We\u2019ve\u00a0built tools and workflows to improve outcomes. But until now, there\u00a0hasn\u2019t\u00a0been a clear, data-backed picture of how accessible\u2014or inaccessible\u2014public-facing PDFs really are across industries.<\/p>\n<p>That\u2019s why Allyant created the <a href=\"https:\/\/allyant.com\/resources\/guides\/pdf-accessibility-index\/\">PDF Accessibility Index<\/a>.<\/p>\n\n                    \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                \n                                                                <h2 class=\"h2\">\n                            Why the Index?\n                        <\/h2>\n                    \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                \n                                        \n                                        \n                                                                <p>The\u00a0accessibility\u00a0conversation has matured significantly over the past decade. Websites and applications receive growing\u00a0scrutiny,\u00a0regulations are evolving, and organizations are investing in digital accessibility programs. Yet one major area has\u00a0largely\u00a0remained\u00a0under-measured\u2014PDFs.<\/p>\n<p>PDFs\u00a0often\u00a0sit at the intersection of content, compliance, and communication. They are high-impact, high-volume, and often highly regulated. And yet, for many organizations, document accessibility\u00a0remains\u00a0reactive\u2014something addressed after a complaint, an audit, or a lawsuit.<br \/>\nWe wanted to change that dynamic.<\/p>\n<p>The PDF Accessibility Index was designed to answer a simple but critical question:<br \/>\n<strong>What is the real, measurable state of PDF accessibility in the public digital ecosystem today?<\/strong><\/p>\n<p>To find out, we conducted large-scale scanning across hundreds of public-facing websites, analyzing nearly 645,000 PDFs\u2014representing more than 15 million pages of content\u2014across key industries including education, government, healthcare, financial services, insurance, legal \/ compliance, and utilities.<\/p>\n<p>The goal was not to single out organizations or name and shame. It was to\u00a0establish\u00a0a general\u00a0baseline\u2014a benchmark the market has never had before.<\/p>\n\n                    \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                \n                                                                <h2 class=\"h2\">\n                            Why Now?\n                        <\/h2>\n                    \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                \n                                        \n                                        \n                                                                <p>Timing is everything.<\/p>\n<p>Accessibility expectations are rising across the board. Regulatory frameworks are evolving. Procurement standards increasingly require demonstrable accessibility. And in the U.S. with Americans with\u00a0Disabilities\u00a0Act (ADA) Title\u00a0II deadlines, 2026\u00a0represents\u00a0a significant milestone for compliance enforcement and digital accessibility readiness, particularly for public entities and the organizations that serve them.<\/p>\n<p>At the same time, the volume of digital documents continues to\u00a0increase. Forms, applications, policies, statements, instructions, notices\u2014many of the most critical interactions people have with institutions still happen through PDF.<\/p>\n<p>If those documents are not accessible, the consequences are real. People may not be able to apply for benefits, complete school requirements, understand medical instructions, or review financial obligations independently.<\/p>\n\n                    \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                \n                                                                <h2 class=\"h2\">\n                            High-Level Analysis\n                        <\/h2>\n                    \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                                        \n                \n                                        \n                                        \n                                                                <p>After months of scanning, the results are sobering. But\u00a0they are also clarifying.<\/p>\n<p>Across industries, we found that inaccessible PDFs\u00a0remain\u00a0the norm, not the exception\u2014scanning has revealed\u00a0just 5% of PDFs\u00a0are\u00a0considered \u201cusable,\u201d while significantly fewer\u2014less than 1%\u00a0would be considered accessible\u2014that is,\u00a0passing\u00a0all automated accessibility tests.<\/p>\n<p>In some sectors\u00a0like government and education, the gap between where we are and where we need to be is especially stark. In others\u00a0like healthcare, we see signs of progress\u2014proof that better outcomes are possible.<\/p>\n<p>Perhaps most\u00a0importantly, the most common\u00a0failing\u00a0issues we\u00a0identified\u00a0are\u00a0repeatable across industries, but\u00a0not highly technical. They are foundational: document structure, headings, metadata, table associations, link descriptions.
